I’m pretty sure that’s a more modern (~1800) name for the pipes that came from a poem referring to the original Irish War Pipes . Later the Uillen Pipes refer a specific modified design.

Irish War Pipes predate the Highlander Pipes by 100 years. The question is if both pipes were inspired by the Roman instruments…

Could be. Celtic music enthusiasts here - and believe there are many- just refer to them as Uilleann pipes as opposed to bagpipes.

Yes those are the Irish pipes I am talking about. The bag is like a bellows you pump with your arm and the player normally plays while sitting. The kind Paddy Keenan play.
