I’m pretty sure that’s a more modern (~1800) name for the pipes that came from a poem referring to the original Irish War Pipes . Later the Uillen Pipes refer a specific modified design.

Could be. Celtic music enthusiasts here - and believe there are many- just refer to them as Uilleann pipes as opposed to bagpipes.

I think the Uilleann pipes are the ones that utilize the elbow bag and have a far softer and less nasally tone. Far more musical…

Yes those are the Irish pipes I am talking about. The bag is like a bellows you pump with your arm and the player normally plays while sitting. The kind Paddy Keenan play.
