I am two ways about this. For sure, without this option, there are going to be illegals that will drive and have no license and no insurance.

do some states require to show proof of insurance to get a license? If so, that will be a good thing that those that get a license will also have insurance.

To maintain proper registration for a car, the state motor vehicle department typically requires proof of insurance before allowing the renewal of vehicle registration. The state typically imposes fines and may impound vehicles that are found to be operating on public roads without valid registration.

It is possible (and should remain possible) to get car insurance without a driver's license because it is possible to own a car without having the ability to drive one, and a car owner should be able to insure his car. Insurance companies can determine whether to issue car insurance to unlicensed individuals and at what rates.
