The poverty line for a family of 3 is $22K. Does anybody really believe that a family that went from $21.5K to $22.5K had a substantive quality of life improvement?

Nasty little secret...Many government programs are not based on poverty level, but are based on a set percentage above the poverty level.
As an example, back in the dim mists of time when dinosaurs roamed the earth, a family with that income would have received free care at an LSU hospital at 150% of the poverty level, or in their case, a bump over $30K. After that, payment was assessed on a sliding scale.
