For the life of me I cannot understand why people act like this toward neighbors.

The weird thing is that she's a world expert in game theory, behavior psychology, and ethics; full professor at an Ivy; consults for World Bank, UNICEF, and Gates Foundation; dozens and dozens of peer-reviewed publications, and a couple of books by Cambridge University Press, etc.
And yet a nincompoop.
