He would be great, from what I know of him.
I'd say he's a lot like DeWine; not really that much in terms of marketing himself. But he does just get things done. How he handled COVID in Maryland has been amazing.

Former Maryland Gov. Larry Hogan (R) told NBC News that he decided to run for his state’s Senate seat this year when Senate Republicans recently killed the bipartisan border measure after Donald Trump told them to block it.
Said Hogan: “Probably the most convincing guy was George Bush, who called me and said that he thought that I had an important voice that was needed for the party. He thought that there was a missing voice for our party to get back on track to the more Reagan-esque bigger-tent party. And he said, you know, even though you probably don’t want to be a senator, we need you.”

Former Maryland Gov. Larry Hogan (R) said Thursday that he would not vote for former President Trump in the upcoming presidential election this November.
At an Axios event, Hogan said he would vote for neither Trump nor President Biden and would instead seek out a third-party candidate.
“Look, I’m like 70 percent of the rest of the people in America who do not want Joe Biden or Donald Trump to be president, and I’m hoping that there potentially is another alternative,” said Hogan, who recently launched his own bid for U.S. Senate in Maryland.
He added that “I don’t know yet” who that candidate will be.
