Considering all the shit that tech companies pull, this is fairly low on my list of things to worry about.

If Spotify, or any other service, wants to pay tribute to Floyd, that's entirely within their right to do. Good for them.
Take it out of your profits.
But when your decision on whom to honor and whom to not honor affect what I paid for, that's different. I don't necessarily disagree with their decision to pay tribute, but don't make me partake in that decision.

I pay a lot more than $10 a month to the government. Plus, while relatively cheap compared to US Cable fees, the BBC license fee for TV programming is about 150 GBP per year.

I agree with George K. If they were truly concerned about this, they can take the amount of money they earn in 8.5 minutes and donate to a cause they believe in. That would have a much larger impact than shutting down for a few minutes.
