No it’s the third person singular form of the verb просить (procit’) meaning “to ask, request or,as in this context, beg”.
@Renauda I should have seen the link with 'prosim' (Slovakian for please).

Ya think? I am more than certain Trump is dead wrong. Just last week in the wake of the US strike on Iran, Putin stated:
On June 20, at the St. Petersburg International Economic Forum, he said just that: “I have said many times that I consider the Russian and Ukrainian peoples to be one people. In this sense, all of Ukraine is ours.” He went on to add: “We have an old rule. Wherever a Russian soldier sets foot is ours.”
