Not quite. Shoigu will replace Nikolai Patrushev as Head of the RF Security Council. Not exactly a demotion.
What is more significant is where Putin places Patrushev. He is perhaps the most ruthless, paranoid and hawkish of Putin’s inner circle of siloviki. He could well be Putin’s Beria. Does not bode well for anyone with Russian citizenship in country or for the relatives left in country of any Russian living abroad.
Just another step towards becoming a European version of North Korea.
Edit: Shoigu’s replacement at the MinDef is Andrei Belousov until now First Dep Prime Minister. Belousov is a highly regarded technocrat bean counter. A Winston Wolf kind of guy who fixes things.

So Patrushev is appointed Putin’s Special Aid. Not sure what it means but I am confident the secret police and security services will benefit at everyone’s expense.

You can be assured that Berlin would have said similar if not the same, had Czechoslovakia fought back against the Nazi invasion and annexation in 1938. That it didn’t fight back, paved the way to the rape of Poland the following year.

The number of military-aged men is quite small.

That's not as promising as it sounds. Ukraine is getting over 100 F-16 fighters, but only has 22 pilots trained to fly them and is begging for training slots at any nation that will take them. I suppose the same problem will exist with the Mirage fighters...
