Because of this the Commander of the 13th Regiment of the 4th Guards Tank Division allegedly committed suicide..
What did he know about the Clintons?

Russian Army Commander General Vlaislav Yershov, of the 6th Combined Arms Army, has been identified as the general sacked earlier this week by Vladimir Putin.
It has been reported his abrupt dismissal was due to the heavy losses and strategic failures seen during the Russian military's month-long invasion of its neighbour.
He was identified by a Western official on Friday who also named the seven Russian generals they said had so far been killed in the 30 days since the Russian president ordered his troops into Ukraine on February 24.

Several people have commented that there's no equivalent of "NCO" in the Russian army. There is no training to take the initiative or to improvise. EVERYTHING comes from the top.
I think @Renauda can fill in more.

I am the very model of a modern Russian General
I headed up a convoy and it didn't really go so well
The mud and muck and broken trucks caused our mission to go straight to hell

The Russians have NCO ranks with similar responsibilities as their western counterparts. At least on paper that is. The difference though is that our NCOs have the authority to act upon their responsibilities. It is their duty and initiative in fulfillment of duty is expected of them. Russian NCOs appear to have rank but no authority. They have very prescribed duties to follow orders from above. As such, they can only be described as NCOs by rank and seniority.

Ukrainian forces have killed two more Russian generals in a strike on a command post near occupied Kherson, authorities said Saturday. That would bring the total tally to at least nine since the start of Russia’s “special operation” against Ukraine on Feb. 24. The Ukrainian Defense Ministry’s Intelligence Directorate announced the strike Saturday, saying the “crushing blow” was dealt to the operations center of the 49th Combined Arms Army of the Russian Armed Forces. The command post, according to Ukraine’s military intelligence, “contrary to common sense… was located just a slight distance” from the front line in the Kherson region. A third Russian general was also severely wounded in the strike, they said. Ukrainian presidential adviser Oleksiy Arestovych, in an interview with former-lawyer-turned-journalist Mark Feygin on Saturday, said he thinks the third general “will not survive.” He said Ukrainian intelligence is still busy determining the identities of those killed, but there were some 50 high-ranking Russian officers at the command post at the time.
