How difficult and expensive would it be to start testing sewage at a city over 100,000 or whatever number is selected?

        Neither.

The wastewater people sample the sewage on a regular schedule. The testing could be done by a state's public health lab.

It's about the first statistic I have found that seems reliable.

Whats fantastic is the week of warning it seems to provide. At least for those places with the will to act on it.

Which I fear will be very few. How many of these new discoveries in the past 4 months have led to municipal implementation?

                Please love yourself.

I'm reasonably confident Cuomo and DeBlasio would make use of it. Assuming it was confirmed to be trustworthy.

What action could be taken based on this info?

I guess there could be a giant spike coming and it would be nice to know.

They should do a complete analysis of everything that is in there.

Eventually I guess they could track all the DNA, and all diseases, in there and filter out all kinds of interesting information.

Example of town selling its Covid free poop status as evidence they are in the clear.
