I thought there was a minimum ceiling for landings. Is that not true anymore? Or is that for VFR only?

i once landed in a december snow at JFK. i had a window seat. i didnt see the runway until a few seconds before touchdown. was shocking because i expected to see some ground before the runway and all i saw was the runway markings.
B747 if remember correctly.

I've been on landings almost that sketchy. No fun. Also the ones where the wings are rocking or the plane is blowing right and left. The ones where the passengers applaud when they touch down.
Been on one where the plane rocked from side to side, several of the overhead bin doors flew open scattering the luggage and the oxygen masks dropped.
I didn't enjoy it.
