Seems like a discrepancy on its face, on one hand a move toward libertinism and on the other a move toward Puritanism.
To make sense of it you need to look at it through the lens of a particular type of modern feminism. If you think of it as a project which seeks to maximally constrain male sexuality while minimally constraining female sexuality then all the discrepancies fall away.

The two are different in nature. One is an employer wanting their employees to look/act a certain way. The other are individuals choosing the look/act a certain way.
