Started when Trump was the likely winner of the election.
Espionage is a tradition in the world, in fact a feature. On the other hand if it’s an infrastructure attack it’s an act of war. Biden can’t do much about the former and has grave choices if it’s the latter. -

It’s going to take months to kick elite hackers widely believed to be Russian out of the U.S. government networks they have been quietly rifling through since as far back as March in Washington’s worst cyberespionage failure on record.
Experts say there simply are not enough skilled threat-hunting teams to identify all the government and private-sector systems that may have been hacked. FireEye, the cybersecurity company that discovered the worst-ever intrusion into U.S. agencies and was among the victims, has already tallied dozens of casualties. It’s racing to identify more.
“We have a serious problem. We don’t know what networks they are in, how deep they are, what access they have, what tools they left,” said Bruce Schneier, a prominent security expert and Harvard fellow.
It’s not clear exactly what the hackers were seeking, but experts say it could include nuclear secrets, blueprints for advanced weaponry and information for dossiers on key government and industry leaders.
Many federal workers — and others in the private sector — will now have to presume that unclassified networks are teeming with spies. Agencies will often have to conduct sensitive government business on Signal, WhatsApp and other encrypted smartphone apps.
“We should buckle up. This will be a long ride,” said Dmitri Alperovitch, co-founder and former chief technical officer of the leading cybersecurity firm CrowdStrike. “Cleanup is just phase one.”
The only way to be sure a network is clean is “to burn it down to the ground and rebuild it,” Schneier said.

Well of course espionage is going to keep pace with the tools available. If you think we haven’t done the same or worse to Russia you are just kidding yourself. Even Obama was listening in on dear Angela.

Democracy prevailed': Biden urges unity as he condemns efforts to overturn election
As the Electoral College moves to seal his victory, the president-elect is shifting his attention to the pandemic.
"We saw something very few predicted, even thought possible: The biggest voter turnout in the history of the United States of America. A number so big that this election now ranks as the clearest demonstration of the true will of the American people," Biden said. "It should be celebrated, not attacked."
"In America, politicians don’t take power — the people grant it to them," Biden said. "The flame of democracy was lit in this nation a long time ago. And we now know that nothing — not even a pandemic —or an abuse of power — can extinguish that flame."
He decried Republicans' numerous legal challenges of the election results as an "unprecedented assault on our democracy" and called for solidarity across the partisan divide.
Biden praised election workers who braved a global pandemic and also an unprecedented misinformation campaign claiming the election was rife with fraud. He also denounced threats of violence at election workers and officials from conspiracy theorists buying into Trump's claims of a stolen election.
"It is my sincere hope we never again see anyone subjected to the kind of threats and abuse we saw in this election," Biden said. "It's simply unconscionable."
Biden also used the speech to emphasize his public commitment to being "president for all Americans," not only those who voted for him.

I think we have a remarkable amount of that. Lots of Republicans are horrified at what Trump is doing. Even many that are outwardly going along with it.
