                Espionage is a tradition in the world, in fact a feature. On the other hand if it’s an infrastructure attack it’s an act of war. Biden can’t do much about the former and has grave choices if it’s the latter.

                                        Biden also used the speech to emphasize his public commitment to being "president for all Americans," not only those who voted for him.

                                          I think we have a remarkable amount of that. Lots of Republicans are horrified at what Trump is doing. Even many that are outwardly going along with it.
