Why going local? Because abysmal fundraising does not allow the Trump campaign to buy many TV ads, so they book Trump surrogates with lots of local media interviews trying to get airtime for free.
Is it going well? It's mixed at best, awkward when local reporters press the Trump surrogates on "why the campaign continues to hold large, crowded rallies without mandatory mask wearing or any social distancing." I suppose the local media do get critical when the Trump campaign brings heightened risks of COVID-19 infections to their local communities.

Makes sense. If you do not have the money to compete on that side, you have to get creative and do what you can.
As a side note, I read that President Trump has not donated any money to his campaign. A bit surprised, but maybe he is confident enough with what they have.

I think he knows he’s going to lose and doesn’t want to throw away money.

He took in $26M the day after the debate.
The ad buy in Minnesota was massive.

You may be right. I suspect some buyer's remorse among some early voters.
