Pretty much. That ship's already left the harbor, though. Soon as the market took a hit, you started hearing that bullshit. It'll be with us no matter what we do, so we might as well go the public health route.

One can also argue that a little bit of panic is not a bad thing.
Public sentiment is such a lumbering and unwieldy thing to move. Some people wouldn't have changed their behavior until they saw some fear in their neighbor.
Even now - wide swathes of people are probably doing too little and some probably too much. But even with perfect information - it would be very hard to get people to act right.

Sadly, we will never know how business as usual would have gone.
But, I think, most will be absolutely positive they know exactly how business as usual would have gone.
I think there is enough information to know it would have been al lot worse.

We do know that Florida and Louisiana were going to absolute disasters due to GOP leadership and suddenly they are doing great because one week of social distancing cured them.
Those two states went from Prime Time to nowhere to be found overnight.
