I mean the Washington Redskins (sorry Commanders) aren't in Washington. So.... actually come to think of it there are like 5-10 teams that do not play in their city's actual city.

The Washington team’s stadium is 2.5 miles outside of DC. The Jets/Giants stadium is 10 miles outside of NYC limits. The Indiana site is 28 miles away from Chicago. It would be the equivalent of putting the Washington team in Baltimore, and still calling it Washington…

None of those other teams play in a stadium as iconic as Soldier Field. You need to blow the old stadium up for a year or two to rebuild? Go for it. But moving the team at this point is stupid.

Do the Chicago team give a reason for wanting to move, other than wanting more money?
Because I doubt changing to a different stadium will make them a better team.

Indiana’s income tax is half of Chicago/Illinois. For the players they recruit in free agency, that can make a huge difference. High tax areas/states have lost quality coaching candidates and free agents to states with lower tax rates. So in theory, yes, this could help them build a better team.
