One of the dogs was going to die once the white dog locked jaws on to the K9. The cop made an awful choice once she lost control of her K9. Interesting video of a bad situation either way but at least if one dog killed the other it would have been the lesser evil.

Maybe a gun shot in the air to startle the white dog?

All I can say is at least the colors weren’t reversed. We’d be hearing about it nonstop.
