I place them somewhere between a Casino and a Strip Joint.

I mean it’s essentially a way to change your house (paint) color at night. And I’d imagine painting your house has rules.
Anyway they are becoming popular. I think they look nice but I prefer the Christmas lights I put up and take down every year since they have a warmer tradition feel to them and it’s also fun to see how often I can risk my life on a ladder.

I don’t mind them if they are done tastefully. Those aren’t done tastefully.
I would think the HOA could come up with some reasonable restrictions. During non holidays, they can have white and one of 2-3 approved shades… That type of thing.

I’m curious @Copper if your HOA has rules for when Christmas lights can go up and must come down. I’m part of an HOA with these rules, but they are ignored, mainly due to weather extremes. I looked into having the permanent lights for a house I’m building (I’d do Christmas only), but they were too pricey.

There's a street around the corner from us where a bunch of rich people live, and quite a few of those houses are lit up. I quite enjoy it, TBH. Obviously, it's not particularly classy, but it's kind of fun. Not really worth getting upset over.
If it upsets the HOA, all the better (we don't have any of that rubbish here in the wastelands of semi-rural Rhode Island).
