The gas cans that meet the regulations make a dangerous mess. Over the years I have bought several modified spouts, most of them have made slightly less dangerous messes.
I'm sure that the outcome of the regulation is more toxic fumes in the atmosphere.

Good! It took me a few tries to find a gas can that wasn't unpredictable. No joke... I didn't realize a lot of it came back to 2009 (and 2000 before that). More info here: https://fee.org/articles/how-government-wrecked-the-gas-can/
