Both I think. The folks we have coming across for ag work are unlikely to be able to navigate this process.

I fail to believe it’s a matter of staffing. More like a lack of motivation and an onerous process that promotes illegal entry.

I think we are forgetting wages. That is a big incentive to hire someone who is in the US illegally.
