      I don't know the details, but on the surface level, yes absolutely we should not be paying organizations that help illegal immigration. But I'm sure there's more nuance to that, making this not as simple.

              It's the State Department's position that a robust civil service is important to the country, hence why funding is given accordingly. Of course, this is broadly speaking, if there is an NGO telling Mexicans how to sneak into the country.... straight to jail.
