If asked today, nobody would want them to send the National Guard to a public school.

You know, this is pretty mild compared to 1970.
I suspect many universities have no problem issuing permits.
Maybe they need to bring back something like Free Speech Alley that existed at LSU back in Carville's day. The alley was a space between two buildings, designated as a full free speech zone. As long as you didn't lay hands on somebody, scream in their face or use electronic sound enforcement, advocate for whatever you wanted. If you wanted to avoid the silliness, just avoid the area.
