I don't think anyone does. She thinks she can speak off the cuff but she can't. I feel like she has an internal debate in her head as she says each word, and then loses track of where she was going.
It's a good contrast to folks like Pete, who is very good at speaking without a script.

Is Ms. Harris stupid?
I think when they were choosing replacement candidates, they weren't sending their best.

Okay - what am I missing? Seems like she is emphasizing the importance of diplomacy in getting the hostages released.

Ms. Harris is not Trump.

You're correct. Trump has managed to build a business empire and become POTUS with no previous political experience. He became a media star with a hit tv show. If he is elected POTUS again, after everything thrown at him by The Swamp, he will be the greatest comeback story in American politics. Period.
I'd say that takes intelligence.

Candidate Harris strikes me as a person who has an uncontrollable need (some might even call it a disease, being that it is that common) to explain herself in order to try to make a point. It doesn’t help her in the least.
On the other hand, if Trump were to do similar his fans would just explain it away as spitballling or riffing.
Overall, I guess it doesn’t matter and is of little or no consequence.
