News reporting should probably stick to the second as an objective fact. The first is more of an opinion.

If I thought there was any ground to be made up culturally that would alter the tides of the race narrative, I might instead choose Scott. But it just wouldn't matter.

The only election strategy that goes into my equation is what would make me happiest with the ticket. beyond that, Vance might not be the best choice.
