Our condo building has 22 units. Fortunately, all of us geezers seem to agree on most things. That said, considering the declaration, I think that there's not much wiggle room for rules, etc.

Think this through … you don’t want an HOA for a community that doesn’t get snow to write rules as if the community get snow.
If there is to be an HOA at all, it should be entirely expected and considered proper that the HOA write rules that are appropriate for local conditions.

Think what through? A lot of the good done by HOAs are largely negated by the bad. In general (sorry @Mik and @Copper ) HOA leadership falls to exactly the type of people that shouldn’t be running them.
I like having the swimming pools, but I don’t like the fact that my neighbor had to tear down a $10K fence last year because A. It was composite rather than wood and B. He hadn’t requested permission to build the fence.
Fuck that.

I mean, that sucks... but did they not know about the rules? We have a 400-house community here, the HOA does a decent job. You have to get approval before you put up a playset or repaint your house exterior, or put up a fence... and I get why, without such review your community can quickly turn into a place with broken RVs in driveways, grass that is 2 feet high, and purple houses, and weird fences.
All depends on the HOA and people running it, as you said. I'd much rather live in an HOA-managed neighborhood, personally.

It's like anything else - a two-edged sword. Lufin, your neighbor screwed up, either through ignorance or arrogance.
My HOA has been a little ridiculous at times, but it also keeps the neighborhood beautiful. Boards are as good or as bad as the people on them.

Personally, I prefer not to have HOA.
But I share @Mik's sentiment, that "[HOA] Boards are as good or as bad as the people on them." (Then you go speculate on what kind of people would be attracted to and have the time to volunteer on HOA Boards and whether that's good or bad.)

I was an HOA board member and president for 8 years. My focus was always pro-resident. I was also on the township board of zoning appeals. Eventually I got kicked off for leaning too libertarian. It only happened because on one case the township was bullying a resident whose business activities on his property predated any zoning code at all. I stood against it.

You have the freedom to choose which type of neighborhood to move in to.
Every homeowner is made aware of HOA rules before they buy their house.
