Could be that there is a heating system underneath to thaw the ice and snow, but any salt would be a non-no.

If it's porous pavement, the point wouldn't be to have grass. The point would be the drainage you're talking about.

I think that kind of pavement was somewhat common in Boston. At least it looks familiar to me.
