Yes, good start. It's baffling how towns can have policies that basically legalize shoplifting and theft. I've seen this first hand (in Duluth, MN for example). You can literally go into a store in front of a cop, steal something, and walk out. The cops aren't allowed to do shit about it. All it does is close businesses and keep citizens from visiting/shopping in town.
