    I am (willfully) ignorant. Forget Apple TV+ (the subscription, content, etc). If I bought a TV, and connected an "Apple TV" device to it. Could I use it to stream other content, like Netflix, Disney, Amazon Prime? I believe I can but every google result seems to push towards the Apple TV+ subscription content.

              Yes, just download the apps for {Amazon Prime, Netflix, Hulu, Disney+, etc.} to your Apple TV and they will work with your existing subscriptions.
