An IQ of 43 means developmental impairment with the ability to read at optimistically the second grade level and an inability to do some everyday tasks (brushing your teeth and getting dressed) without assistance.

Average IQ in a country in the lowest 0.1% of the global IQ distribution? Sounds obviously wrong.

A better title for the story would be "Average Education Level by Country", because I will think that that is what they are really testing.
If you have someone take an IQ test who have never been to school (even though they may be very smart), they will not do very well.
If you have a dumb person who has at least graduated high school, they will do better.
Just because they scored higher does not make them smarter.

The best way to increase your IQ is to do a lot of IQ tests.
