Normal rules do not apply to animals. Apparently, we have a dysfunctional neighborhood with a dysfunctional school, ran by people who either absolutely do not care or have been deprived of the necessary tools to enforce discipline, that they no longer care.
I assure you, this is not an isolated incident in several schools and school districts across the country.

At what point do we have to change how we enforce order in lawless places? Is it fair that these families have to grow up under constant threat?

You can't, until you learn ascending levels of violence coupled with hope for a better life. Justice must be quick, fair and enforced. Large stick, large carrot.
You also have to change the culture of the community, which helps aid and abet the criminal violence.

I know a guy who was fired because he took a wooden bowling pin out of the hands of boy intent up on striking other children with the pin. You're not allowed to touch a child - and the school had a zero tolerance for that. I know a teacher who had a distraught child hug her - and she had to put her hands in the air - and just let the kid cling to her because... zero tolerance. Tis madness.
