I do recall an initial thought being something like "this reminds me of The Shield (amirite @George-K ) where the cops take out revenge a bit, using their badge as cover".
That being said, I think it's probably an initial fleeing from cops using his car, and then the cops having blood lust once they spray peppered themselves.
