In my Wing Chun classes, when we'd work together, it was always the older student's responsibility to keep both him and his partner safe. Always. You have more experience, it's on you to protect both of you. That wasn't exclusive to us, it's a common practice.
If you're a cop, you have weapons and the law on your side. YES it's your responsibility to keep things safe between you and the public. Always. So my idea is, I don't care how understaffed your department is, you get training for 8 hours a week, every week until you retire.

I’ve also read that they wind up being quicker to go to the taser and pepper spray...

I'm with LuFin; it's not a good idea. The cop-badguy psychology is all wrong. That itself will likely lead to undesirable escalations. And male cops won't respect them unless they're forced to, which amounts to no respect anyway.
Same like with women warfighters. The natural inclination of men to protect women leads to the men's attention being split in the theater -- a place that's already maximumly dangerous.
Resentment all around.
Not to mention women don't have the physical strength. Not on a day-to-day basis. Women so inclined don't like to hear that, but truth is truth.
Women don't have to bloody be included in everything on earth. I can see a women's sector on the cops, encompassing duties that are more of a supportive kind. But of course the women wannabes won't stand for that.
