      You have to wonder at the series of events that led to that..a guy who just happens to have an axe in his car, handy, sees a cop pulling someone over, drives by and decides to stop and have at him.

                          Yep. I assume I’m not the only one who watched that video thinking about ways in which the cop could be blamed for unnecessary use of force.

                          Education is extremely important.

                            Crazy people do crazy things. Do not try rational thought with them, you'll be very disappointed. And hurt.

                            Standard training is that if somebody is coming at you with a lethal weapon - and a hatchet is certainly a lethal weapon, probably better than a knife (takes less skill to kill you) - you negate the threat. That's a fancy term for you shoot the perp, and you continue to shoot until he is no longer a threat to you or anybody else. In this case, the only excessive force would be if he continued to shoot the man after he lay on the ground.
