For any rioters arrested and convicted, let's assess fines large enough to cover the damage they caused. For example, throwing a brick at a cop and missing, gets you a $250 fine. Throwing a brick through a store window, means the rioters pays a fine equal to the cost of replacing the window. Torch a car, and the rioters might be on the hook for a few thousand to tens of thousands of dollars.
No money, no problem.
Until the fine is paid, A) if working a job, the paycheck will be garnished, until the fine is paid, B) if a student, student loans will be suspended until the fine is paid, or C) if on the dole, all benefits with the exception of Medicaid and food stamps are suspended, until the fine is paid.

All those unemployed protesters are getting paid stimulus checks and grossed up unemployment. How rich is that, we are literally funding the movement.
Not true for all, but true for many.
