In common use I’d say no but for first amendment purposes absolutely. That needs to be a very wide definition to avoid the state making distinctions between ‘legitimate’ news orgs and others (that it doesn’t like).
What Veritas does is very similar to the old 60 Minutes hidden camera stuff, and that was considered news.
