I haven't followed this story that closely, but couldn't this be that he's offering to be a backup as a compromise (in his mind)? He's no genius, but aren't you being a little harsh?
Really, what's the big deal if he gets back in?

He hasn't been in the NFL since 2017, and then only as a backup. He wasn't that good to begin with and he hasn't gotten any better. Add to that his lack of team spirit, placing his own desire to demonstrate above the good of his employer, and you have a train wreck. Which is what he is.

He made a "documentary" comparing the NFL tryout and talent pipeline to the slave trade. Literally - he had like a 5 minute segment on the similarities.

By rights he shouldn't be making headlines. I guess he's clickbait.
