Funny but here’s the question...if you riot without the face mask will you be arrested and subject to the $1000 fine per their new ordinance?

Gov Walz today in mobilizing the full national guard, said 20% of the protesters are local and 80% are out of town.
How do the rioters mobilize so fast and get to a city, is there some sort of quasi formal network? Are some just anarchists and don’t even care about the cause?

Looks like he inverted the numbers from the arrests. 80% of those arrested were local and 20% from out of town.
