Apparently it’s a nautical thing.

First I've heard of it. Apparently it can make the decks on boats slippery as the moisture/air wind will freeze quickly on a ship's surface. More importantly it can happen on one side of the boat and quickly tilt the boat to one side and risk capsizing.
