          Wait, if the Census is the mechanism used to determine the population, how can they calculate a reporting percentage? The denominator of that equation is what they are trying to determine!

            In this instance, they are talking about the self response rate, i.e., the # of self responses divided by the number of surveys sent. The denominator is simply the number of surveys that have been sent out, and the Census Bureau knows how many they sent out.
