Should we declare a national climate emergency? Absolutely not. Should the UN declare a global climate emergency? Absolutely. Somehow (magic wand) there needs to be a global mandate that impacts all countries proportionally to their negative impacts on the environment.
Anyway... I'm ready for some jokes about them being on the inside of the Department of the Interior building.
