Yup. They should shift the collegiate gen ed curriculum down to the high school level, if they want to be logical about the “free college for all” purpose. Like you said, if having a bachelors degree is essentially a “free” additional 4 years of school, and therefore expected the way a high school degree is today, then the line to stand out to employers simply shifts to the masters degree level.
