@jolly is correct. I read from different articles a bit ago the same thing. Companies like the one that Jolly mention have some pretty sophisticated computer programs which look at population, housing price, amount of rentals, plus adding on a certain amount to bring the house to "rental quality" if needed. Did not realize it was so "widespread" in the US.
