The ISM index measures changes from month to month, not some ansolute level. You can get a very high index going from a very bad month to a very good month, but you cannot use it to compare whether a particular month is really better than all other months on an absolute level. You are wrong to think that CNN is somehow "my tribe," but putting tribalism aside, let's address the "labor shortage" claim:
In that CNN article you also see a link to a 2012 article (also CNN) saying that there has been labor shortage back then. So this "labor shortage" claim has been around for a long time. Yet over the years the mean wages have not increased much. You'd think that a truly tight labor supply with ample excess demands would lead to notable wage hike, but that has not happen. That lead me to think that the "labor shortage" claim itself is bunk, just employers unwilling to raise wages to fill the "job openings" that they claim exist. For jobs that require some modicum of skills, you also do not see employers sponsoring more trainings to develop the workforce they claim they need.
So until I see wages materially go up (and ideally also when I see employers materially increase offers for training), I shall continue to take these "labor shortage" claims with a big grain of salt.
