I would think that the recruitment of an agent, and if they have been exposed, is probably a couple of years affair, not something that would happen in three months.
Are the Chinese continuing to try and recruit people while President Biden is president? Yes.
Did the Chinese try and recruit people while President Trump was president? Yes

As Jon has told me ad infinitum, ad nauseum, if it happens on your watch as President, it's your problem. The buck stops here, and all that jazz, you know.
So, it's happening on Biden's watch, no doubt about it. The question you so blithely ignored, is whether it is becoming worse? Mr. Biden has financial connections to China, albeit less than the Clintons. The Clintons turned blind when it came to China, whereas I suspect Mr. Biden would only sacrifice one eye.
