At the very least you should not be allowed to have blackout windows.

When the guy told the cop he had a weapon, certain protocol takes over. The driver needed to keep his hands in sight at all times and the cop should have his hand on his weapon.
The driver should have then been instructed to leave the vehicle and stand up the road, away from his vehicle. The cop should then have called for local back-up and retrieved the weapon. He probably ran the plates when he first made the stop.

Don't know the law everywhere, but in Louisiana you can't have the window so dark, you cannot read a drivers license through the window.

Said asshat was killed by law enforcement soon after the incident. Won't bring back officer Jarrotts, but some amount of justice was served.
