      Sometimes if you just throw out the artificial barriers - like race or party - you can get stuff done.

          There's a small city of around 14k, about 20 miles from me that has been very successful. Black mayor, mostly white city council. If you've ever been in the mayor's office, all his staff is white except for one guy who is first generation Vietnamese-American. His public works director is black.

          The mayor is a smart guy. I've done business with him in the past. His city works, because he is a good steward of his tax monies and he tries to hire the best person for the job, eschewing patronage.

          The job is his until he dies or goes completely senile.

            Yep. a classmate of mine is mayor of my home town. It has thrived under her leadership, despite the constant carping of do-nothing residents.
