I think cops don't approve of huge rewards for apprehending criminals. Huge rewards cause a lot of bogus tip calls and generally clutter up the hunt and waste police resources, they say.
Besides, this happened in Los Angeles. How they going to find two contraband dogs in a city of 12,000 miles?
