On Gates Foundation's contribution to Covid

I know this has come up once or twice....
Looks like they spent 1.75B total on Covid (so far, those are 2020 numbers), including about $500MM in forgivable loans to accurate manufacturing of vaccines and monoclonal antibodies for middle- and low-income countries.
That's a lesser effort on the manufacuring front than was talked about early on. I still don't know what changed, my guess is the large pharmaceutical companies were willing to front much of the money, with some government help and/or pre-orders. But I haven't seen that spelled out anywhere.
